The Impact of Group Rights on Fear and Trust

According to Offe, much of the contemporary Western discourse on ethnic relations has been “enchanted” by ideas of multiculturalism, identity and group rights (Offe, this volume). He worries that defenders of these ideas have focused too much on identifying moral justifications for this or that particular group right, while ignoring more fundamental issues of “political culture”. In particular, defenders of group rights have not considered the impact of these rights on the norms and practices of trust, toleration and solidarity that are needed to sustain a viable democracy.
